The Mission  of the University Hospitals Authority and Trust is to be a catalyst for medical excellence, to support medical education, clinical research and to assure the best care available to all Oklahoma citizens. The mission is accomplished in part by maintaining a central alliance with the University of Oklahoma Health Sciences Center and through the Joint Operating Agreement between the University Hospitals Trust and the OU Medical Center by maximizing utilization of state and federal resources to ensure a dependable source of revenue for growth and development.



Mike Samis

Mike Samis is an investor with interests in real estate, oil and gas, manufacturing, healthcare and entertainment. He received a Bachelor’s Degree from the University of Oklahoma in Finance and a MBA from Southern Methodist University.

Samis is the former President, CEO and Chairman of the Board of Macklanburg Duncan Company, M-D, and CEO and Chairman of the Board of its successor company, M-D Building Products, Inc. During Samis’ time at M-D the company grew to be one of the 25 largest suppliers to the hardware and home center industry with sales exceeding $250,000,000.

Prior to M-D, Samis was Vice-President for Hiawatha Oil Company, a large independent oil and gas exploration and production company in Oklahoma City.

Appointed by the Governor as a member of the Authority at its inception in 1993, Mike Samis has served continuously since then. In June of 2000, he became Chairman of the Authority and Trust, a position he continues to hold today.

Jim Everest

Jim Everest joined the board of the University Hospitals Authority and Trust in 2005, appointed by state House of Representatives.  He was elected Vice Chairman in January 2007.

Everest is a partner of Everest Brothers and White Tail Farm, as well as President of the Jean I. Everest Foundation.

A champion of our community, Everest devotes his time and energy to many local and statewide causes.  He currently volunteers with the Metropolitan YMCA, the Metro Youth Development Foundation – 1stTee, the Oklahoma Health Center Foundation, Tree Bank Foundation, Catholic Charities, among others.  He also serves on the Advisory Board of the United Way of Metro Oklahoma City.

Pete Regan

Pete Regan was appointed to the University Hospitals Authority and Trust by the state Senate in 2006. He has served as Secretary of the Authority and Trust since January 2007.

Regan is principal of Devonshire Investments, LLC and Of Counsel with Riggs, Abney, Turpen, Lewis, and Orbison law firm.  He has over 15 years of experience in business development and government relations with prior service as an aide to UCO President George Nigh and U.S. Senator David Boren.  He has also served as Director of the President’s Action Line at the University of Oklahoma, and as Chief of Staff/Legal Counsel for U.S. Congressman Dan Boren.

M. Dewayne Andrews, M.D., MACP

Senior Vice President and Provost, OU Health Sciences Center
Executive Dean, OU College of Medicine.

M. Dewayne Andrews, M.D., MACP, joined the University Hospitals Authority and Trust board in July of 2011 after being named Senior Vice President and Provost of the University of Oklahoma Health Sciences Center.

Andrews serves not only as Provost and Senior Vice President, but also continues in his role as executive dean of the OU College of Medicine, a position he’s held since 2002.

Andrews is a David Ross Boyd Professor of Medicine and holds the Lawrence N. Upjohn Chair in Medicine. He earned his medical degree in 1970 from the OU College of Medicine and completed his postdoctoral training at the Johns Hopkins Hospital and the OU Health Sciences Center.

He joined the faculty at the OU College of Medicine in 1977 and has held a variety of leadership positions on campus.

Mike Fogarty

Mike Fogarty, M.S.W., J.D., is the Chief Executive Officer of the Oklahoma Health Care Authority, a post he has held since 1999. The agency administers the Oklahoma SoonerCare (Medicaid) programs with a staff of nearly 500 employees.

As CEO of the Health Care Authority, his statutory duties include service on several agency boards including the University Hospitals Authority and Trust, the Oklahoma Commission on Children and Youth and the O.S.U. Medical Authority.

Dean H. Gandy

Dean Gandy serves as Executive Director of the University Hospitals Authority and Trust, a position he has held since his appointment to the post in 1998.

During his tenure as Executive Director, the University Hospitals Authority and Trust has undertaken and completed important educational enhancements, key research and health care advancements and critical capital improvement projects at the University of Oklahoma Health Sciences Center. These include most recently: the new Children’s Atrium, the OU Children’s Physicians Building and the new Education and Conference Center, currently under construction.

Prior to assuming leadership of the Authority and Trust, Gandy had served as chief of staff to former Governor George Nigh and as Director of Operations for Remington Park.
